You change the file using a text editor such as the pico editor, but you can't see the special formatting of the web page in the editor.
I typically operate as follows. I have a telnet session running, and use it to open the file I need to edit. At the same time, I have Netscape running.
When I make a change in the pico editor, I then save it by pressing Control-O ("WriteOut" -- you should see it at the bottom of your pico screen). The pico editor then gives me the name of the file I'm working on, and I just press Enter to accept the name. The file has now been written out. Then I make Netscape active by clicking on it. Then I click on the Reload button (because Netscape doesn't know I've changed the file). Then I can see the change I've made and find out whether it did what I wanted it to do.
