Although there have been some ground-breaking studies on the issues of language policy, in particular in terms of those aspects of linguistic culture that underlie development of policy, it is clear to us that the study of language policy in North America, Asia and Africa still suffers from a number of inadequacies. Here, for the sake of brevity, we will comment on such difficulties as they relate to work on the non-western areas.
