Readme.doc for wnipa package.
Pkunzip wnipa.zip in a separate directory with -d flag as follows.

pkunzip -d wnipa.zip

This will create three different directories such as dpi300, dpi329 and dpi360 and store wnipa10.pk in them. You will have to move these files to appropriate directories, details of which are given in the file wnipadir.doc.

Read wnipadir.doc to move the files into appropriate directories. Use wnipa.tex as input file in your tex document and you are ready to use IPA symbols from wnipa tex fonts.
