The
Governer of Ilocos Sur, Luis "Chavit" Singson,
alleges that President Estrada received P10 million a month as bribe money from
jueteng (illegal numbers game) lords from November 1998 to August 2000. He
claims the protection money was channeled through him. |

proceeds from the implementation of Republic Act No. 7171, or the tobacco
excise tax law, as alleged by Mr. Singson.

President's statements of assets and liabilities (SAL) filed in 1999. In a
Philippine Center for Investigative Journalism (PCIJ) report, Mr. Estrada
was linked to real estate businesses through a family-controlled corporation
which constructed 36 townhouses in Vermont Park, Executive Village, Antipolo
City.

Mr. Estrada betrayed public trust and violated his oath of office to
uphold the law when he intervened in the Securities and Exchange
Commission (SEC) investigation on an alleged stock manipulation scandal
involving Best World Gaming and Entertainment Corp., which is owned by his
friend Dante Tan. In November 1999, then SEC chairman Perfecto Yasay, Jr.
claimed Mr. Estrada called him up five times to intervene for Mr. Tan.

Mr. Estrada "wantonly" violated his official pronouncement
during his inaugural speech "sa aking administrasyon - walang
kamag-anak, walang kumpadre, walang kaibigan" (under my
administration - there will be no favors for relatives and friends).
Cited as examples were Mr. Estrada's defense of his sons: San Juan mayor
Jinggoy Estrada for an incident at the Cardinal Santos Hospital and Jude
Estrada for an unauthorized use of a government airplane to Cagayan de Oro
City.

P893.4 million, wherein Mr. Estrada, his wife, mistresses and children
were listed as incorporators or board members.

na ibigay ng limampu't dalawang magandang at mahal na kotse para sa mga
kasapi ng Cabinet at iba pang tauhan at nang maging bongga sila. Pero,
bawal ito alinsunod sa* Customs at Tariff Code. |
Luxury Cars
Mr. Estrada's order to the Bureau of Customs to turn over 52 luxury vehicles
to Malacanang for distribution to Cabinet members and other senior officials to
give them more "prestige," even if it violated provisions of the
anti-graft law and Customs and Tariff Code.

Multiple appointments of Cabinet officials
He appointed certain members of the Cabinet, deputies or assistants to
another office, violating Section 13, Article VII of the Constitution which
prohibits dual appointments.

These include senior deputy executive secretary
Ramon Cardenas as director of the Manila Economic and Cultural Office, chairman
of the Philippine Coordinating Committee of the Asian Development Bank, chairman
of the Philippine Retirement Authority and member of the Movies and Television
Review and Classification Board; and Robert Aventajado as secretary for flagship
projects, head for the solid waste management commission and chief negotiator
for the Abu Sayyaf.
