DOI

 

This organization claims that “Information and Communications Technology (ICT) is an increasingly powerful tool for participating in global markets; promoting political accountability; improving the delivery of basic services; and enhancing local development opportunities. Without innovative ICT policies, many people in developing countries - especially the poor - will be left behind. The UNDP helps countries draw on expertise and best practices from around the world to develop strategies that expand access to ICT and harness it for development. Working in 166 countries, UNDP also relies on ICT solutions to make the most effective use of its own global network." SOURCE

 

The DOI stresses that the digital divide will inevitably continue to widen and leave behind a wake of information impoverished people if countries do not embrace ICT in order to become a more knowledge-based economy. It should be noted that the 'experts' and 'best policies' included in their statements are ultimately ones in which best benefit the DOI in their pursuits, otherwise they would not be included. In regards to South Korea, ICT development has been taken as a serious pursuit for implementation.

 

In the opinion of the DOI and UNDP, the knowledge economy is developing as the next standard for civilization. Since one of the aims on the UN is to alleviate world poverty, they view individuals who lack access to information channels such as the internet as being information impoverished and therefore must be assisted. “The range of human development in the world is vast and uneven, with astounding progress in some areas amidst stagnation and dismal decline in others. Balance and stability in the world will require the commitment of all nations, rich and poor, and a global development compact to extend the wealth of possibilities to all people.” SOURCE

 

Therefore, in accordance with the MDG, nations must strive to eliminate this lack of access to information. In the eyes of the DOI, “strategically deployed ICT can trigger a development dynamic that gains momentum as targeted steps are taken in key areas like technology training, policy reform, and enterprise building. The unique characteristics inherent in ICT and the evidence from both micro-level initiatives and national ICT approaches suggest that a development-focused ICT strategy that leverages the powerful synergies of ICT as an enabler of social and economic development can lead to the creation of a development dynamic.”  SOURCE

 

Later we will see how South Korea has prescribed to this ideology to better develop ICT sectors, resulting in governmental policies and practices that affect members of its nation. In the the meantime, I will present how this development dynamic affects the society where it is implemented. There can be both positive and negative repercussions from this type of development both socially and economically. With the introduction of any novel concept of advancement, reactions are bound to arise. As the policy further incorporates itself, the local culture either adapts to or assimilates with it. In this case of powerful enterprises introducing innovative techniques of development, the local culture’s perseverance becomes jeopardized. But if the new procedures are efficiently and effectively beneficial to the culture, per evolution theory, this dynamic development will be assimilated into the society.
