Counter ATTACK!
When a website is hacked, there’s very commonly a counter-attack. Below are two examples of ways to disrupt sites. They happened to have occurred chronologically before the China Human Rights hack, but they are good examples nonetheless.
The CIA is a formative, trusted source of information for American people, as is the New York Times. Many countries, like China, have been taken down by hacktivists residing in the US. So, other governments, or insurgents within these countries, have posted pornography and insulting messages on US websites. Their main message: do not hack onto our websites; we can do it back to you. At the very least they are pointing out security holes, at the most they are doing serious damage.

Hackers broke into the CIA Web site, changing the home page by altering
graphics, posting obscenities and changing the agency's name to "Central
Stupidity Agency." No access was gained to the agency's private files.
